The VP of Rates & Regulatory Strategy is accountable for regulatory strategy leadership and oversight through the development and execution of regulatory programs, education, and strategic intelligence, and related external relationship building, across all of Liberty Utilities business activities.
The Vice President, Rates & Regulatory Strategy is responsible for managing and directing Liberty's regulatory activities for the enterprise from an economic, rates, and policy perspective. The Vice President, Rates & Regulatory strategy is accountable for the development of regulatory strategies including rates and regulatory affairs, central service support, and the development of policies that support and enhance Liberty's strategic objectives. These objectives include Operational Excellence, Growth, and the pursuit of Sustainability initiatives. This position reports to the Senior Vice President, Operations, located in Oakville, Ontario Canada.
Accountabilities
Develops, implements and manages the Company regulatory strategy, rate case program, and policy research.
Responsible for managing and directing the local Rates teams and their related duties, including rate case preparation, tariff changes, annual regulatory commission reporting and other regulatory policy
Develops a strategy, to foster and maintain cooperative relationships with state regulator commissioners, commission staff, consumer advocates, interveners, and other parties interested in economic regulatory matters affecting the Company.
Plays an important and influential role within various Association, and the broader utility industry, ensuring that Company objectives are met.
Develops, proposes and approves policies, practices, and procedures within scope of responsibility.
Oversees information gathering and reporting, policy review and recommendations, and communication with affected parties regarding regulatory compliance and informational matters.
Develop a central service department responsible for the company cost allocation logic, evidentiary support for corporate cost initiatives and project management services for the company's rate cases.
Involved with due diligence for key acquisitions
Testifies as required on behalf of the Company in proceedings. Communicates complex concepts in a manner that will be understood by a variety of audiences.
Uses empathy to understand a controversial subject from many different perspectives.
Reports issues and provides other areas of the business an understanding of impacts of various economic regulatory matters.
Performs other duties as assigned to fulfill business operational needs and objectives.
The VP is expected to collaborate with Executives on a regular basis to ensure corporate objectives are incorporated in to strategies.
Education & Experience
Bachelor s degree from an accredited college or university, with major course work in Accounting, Finance, Business, Economics, Engineering, or a degree involving quantitative and policy analysis, or equivalent experience, and 15+ years progressive management experience
Advanced professional (CPA, CMA, CFA, PE) certification or graduate degree is required
Advanced operational knowledge of water, gas, electric preferred
Strong planning and implementation skills including both tactical and strategic planning
Self-starter with strong project management skills
Multi-jurisdictional experience within the U.S. would be an asset
Excellent planning and project management skills
Excellent public speaking and presentation skills
Demonstrated leadership skills and team player
In-depth knowledge of regulatory law and policy
Knowledge and thorough understanding of the utility industry
Ability to interpret and apply business and governmental laws and regulations
Ability to apply company policies, procedures and business practices
Strong understanding of utility accounting, finance concepts, and rate modeling
Ability to use appropriate discretion when dealing with confidential or proprietary information
