The purpose of this job is to work with DS teams to assess, select, negotiate and execute contracts. To develop finance-based performance metrics to be used for Vendor performance assessments and tracking. Create study-level budget of clinical development projects by utilizing benchmark data and by gathering information from clinical development functional departments. Performs financial reconciliation and negotiation of Vendor contracts prior to study termination and contract closure. Manages all aspects of sourcing and negotiating Vendor contracts to ensure that the contracts are cost effective. Provides oversight of Vendor contracts, change orders and invoices and works with the Vendor for resolution of all issues/ discrepancies. Provides management oversight of and guidance to Analyst.
Proactively seeks to become an expert in a certain type of service (e.g., central labs); gains ability to hone in on range of rates for service provider. Builds content of the contract; negotiates terms. Focuses more at a service level versus a transactional level.
Conducts FMV analysis and clinical budgeting to support negotiations and ensure compliance with Sunshine Act. Requires moderate supervision at the service level (Mgr). Interacts with CRO on more predefined terms and on standard administrative matters. Appropriately escalates issues and conflicts. Different, local level contracts at the service level and across functions.
Manages all Outsourcing activities from vendor assessment, selection, negotiation thru to contract execution and follow-up on a service level. Reporting - Responsible for the development, preparation, and distribution of management reports on a timely basis. This position will work cross-functionally to understand the needs of mid- and senior management, and create new analysis and/or reporting packages that meet those needs. Keeping track of the milestones payments scheduling. Making sure the payment schedules are done accurately. Respond questions from internal staff regarding status of contracts and invoices. Conducts FMV analysis and clinical budgeting to support negotiations and ensure compliance with Sunshine Act. Demonstrates expanded understanding of procurement principles, legal language, vendor selection criteria. Problem solves and negotiates in certain service types.
Assist with the development of a sourcing strategy by spend category that reduces costs, speeds timelines and improves quality. Coaches and mentors colleagues on technical matters (not a formal people manager).
Investigate price and other discrepancies. Resolve issues and difficulties with vendors on daily basis. Develop, streamline, improve procedures to increase effectiveness
Management and oversight of Clinical Development contracting process, review and approval in accordance with company policies.
Special Projects/Change Management - Assist in the development and implementation of new processes, procedures and/or systems to improve organizational efficiencies and cost controls. Responsible for the development and management of other ad hoc special projects as they arise.
Create study-level budget for each clinical trials by synthesizing outsourcing cost and compiling clinical development functional area budget information.
Education and Experience
- Bachelors Degree in Life Sciences preferred
- Minimum 5 years in outsourcing, health sciences or related field (clinical trials)
- Experience with CRO contracts a must
