Provides leadership and direction in support of the development and implementation of regionwide strategic plans and objectives. Directs and leads internal consulting services for operational planning, program development, systems development and management information., * Oversees the activities of internal consulting staff that provide operational planning, program development, systems development, management information, and/or analytical consulting services. * Leads and/or supports the implementation of strategic plans and process as well as the cost improvement efforts for the organization. * Provides expert level healthcare consulting on highly complex program-wide projects with strategic importance to Kaiser Permanente. * Assists subordinate department managers in negotiating directly with clients concerning the scope, objectives, and delivery dates for projects assigned to their section. * Guides department managers in their project and personnel management responsibilities. * Defines the contractual obligations for the department. * Negotiates contracts with external consultants. * Reviews and approves all proposals * Manages the department activities focused on delivering of consulting services to client leaders. * Plans and oversees a group of managers, consultants, analysts and support staff who provide healthcare consulting services to internal clients. * Determines the scope and objectives of projects and develops operating and capital budgets. * Hires, trains and develops staff. * Ensure staff meets goals and objectives as well as compliance with federal and state requirements. * Frequent travel required., * Develops the vision and strategy for the Portfolio Management function in support NCAL Regional strategic priorities. * Ensures successful region wide implementation of strategic initiatives that provide true benefits realization. * Coordinates and supports the prioritization review of region specific and enterprise initiatives for the Northern California region. * Leads the maturation of the RPMO including the development and implementation of strategic portfolio/program management, project execution, process improvement, change management and value/benefits realization capabilities across the region. * Develops working relationships and strategic partnerships with Northern California regional and service area executive leadership team members. * Coordinates regional strategic initiatives owned by senior regional and service area executives to create a single region wide view of active projects and how they aligned to support strategic goals. Experience * Minimum five (5) years of experience in the health care industry required. * Minimum eight (8) years of experience as a manager of consultants., * Master's degree in business administration, healthcare administration, public health, or related discipline OR six (6) years of experience in a directly related field. * High School Diploma or General Education Development (GED) required., * Strong knowledge in one or more of the following: quantitative analysis, financial analysis, information systems, organizational development, cost accounting, decision science, operations research, health care delivery systems, or project management. * Excellent communications skills and interpersonal skills required. * Must be able to work in a Labor/Management Partnership environment., External hires must pass a background check/drug screen.
