One of our premier clients is looking for a Lead PM (Organizational Change Management (OCM) Human Capital Management (HCM) in Richmond, VA for 2+ years' engagement. JOB DETAILS DESCRIPTION This role requires strong leadership, project organizational skills. It is not a traditional PM role but more Change Management. Prior exp working on projects within a state agency would be extremely helpful in this role but only if a successful, completed professional reference from that state agency manager is attached upon submittal. Overview We are seeking an Agency Readiness (AgR) Lead to supervise a team of AgR Liaisons who will guide agencies through Organizational Change Management (OCM) issues during the statewide implementation of Human Capital Management (HCM). The AgR Lead will work closely with a counterpart from our implementation partner. Candidates should have experience leading large-scale change management and organizational development initiatives. The AgR Lead will work with agencies and project resources to drive successful change adoption and must be confident in navigating all levels within the organization. Candidates must be flexible, adaptable, collaborative, and open-minded to meet changing program needs and requirements. Knowledge, Skills, and Abilities Experience managing change for technical driven initiatives in a fast-pace environment. Demonstrated ability to analyze, define, and balance project requirements and agency needs. Exceptional interpersonal skills and superior oral and written communication skills. Knowledge of change management principles, methodologies, and tools. Ability to manage ambiguity and apply problem-solving skills. Ability to employ research and critical thinking skills. Demonstrated ability to raise issues and risks, as appropriate. Ability to be cautious, thoughtful, and a good listener. Liaisons are expected to adhere to communication protocols and route any inquiries that are outside of their purview to appropriate project resources. Ability to work independently and as part of a team. Preference for candidates with experience with Human Resources, Benefits Administration, Payroll, andor Time and Attendance softwarebusiness processes. Responsibilities include, but are not limited to Provide coaching and support to AgR Liaisons. Educate and act as a change ambassador for our team and agencies. Foster strong, healthy working relationships between project teams and agencies. Facilitate communication to increase awareness and agency ownership. Critically review and synthesize information from various inputs. Promote agency support and identify impediments to collaboration, compliance, and readiness. Work with other AgR team members to identify and address issues within the AgR Team or the Change Network that may hinder an agency s readiness, escalating as needed. Strengthen commitment of agencies to proactively identify, and act on opportunities for internal change initiatives. Proactively identify resistance to change and possible causes and provide guidance on resolution. Help identify, analyze, anticipate, and escalate exposure to risk, while ensuring agencies manage their own change. Always be an advocate and voice for the project. Detailed activities include, but are not limited to Organize overall AgR Liaison assignments. Work with AgR Liaisons to monitor and track the completion of agency tasks, in accordance with the project schedule, and follow up with agencies. Monitor and provide input to the project on agency readiness for the implementation. Attend meetings with Liaisons agencies on a regular basis to discuss progress on readiness activities and issues. Work with agencies to identify and address potential sources of resistance to change within the agency and to identify and respond to unique organizational factors that may enhance or detract from the agency s readiness. Communicate key messages from agencies back to the project team(s). Communicate directly with agencies to complete tasks and assists other Liaisons. Review and provide input to AgR agendas and status reports for Change Leadership (CL) leads. Contribute to the development of work plans and trackers for Change Leadership tasks and activities. Review and provide input to Agency Readiness work products and deliverables. Manage updates to Agency Contact List. Adhere to project standards, project schedules, and have a clear understanding of the scope of the implementation. Determine proposed approach for each Agency Readiness activitydeliverable and review with CL leads. Provide input and support for meetings and workshops with agencies. Monitor group email box for messages related to assigned agencies. Review and provide feedback on all AgR communications. Communicate agency readiness metrics and insights to Change Leadership team leads. Position requires very high level of collaboration among liaisons, including Ability to learn and understand organizational environment, issues, and agency attributes. Desire to understand details of agency tasks and complexities of the project. Propensity to share insights with peers and learn from peer experiences. Proactive approach to efficiency in internal information sharing (to avoid duplicate effort). Occasional travel may be required.
